COMMAND STAFF and administration

Kingsmill Police Department is comprised of over 25 members that exclusively work within the jurisdiction of Kingsmill on the James.  These members are divided up into three shifts and are assigned to the sections of Patrol, Emergency Dispatching and Public Safety.   

Command Staff and Administration: 


Sergeant Robert Glover:  A-Shift Supervisor. Has been serving at KMPD since 1996.  Sgt. Glover is a DCJS-certified instructor, field training officer and the department’s weapons armorer and instructor.  Prior to serving with KMPD, Sgt. Glover served as a Sheriff's Deputy with Gloucester County Sheriff’s Department and served our country as an airborne infantryman with the United States Army. rglover@kingsmillpolice.org 


Sergeant Jeffrey Barnes: B-Shift Supervisor.  Has been serving at KMPD since 1994. Sgt. Barnes is a graduate of Thomas Nelson Community College and Christopher Newport University. Sgt. Barnes is a DCJS-certified instructor, field training officer, CIT certified officer, and teaches CPR and First Aid classes to fellow officers and the community. jbarnes@kingsmillpolice.org 


Sergeant Andrew Thomas: C-Shift Supervisor. Has been serving at KMPD since 2017. Sgt. Thomas, a life-long resident of Williamsburg, is a graduate of Virginia Peninsula Community College with a degree in Administration of Justice. Sgt. Thomas is a DCJS-certified instructor as well as a firearms instructor. When not working, Sgt. Thomas enjoys running 5k’s, working out at the gym, doing home improvement projects, and spending time with his family. athomas@kingsmillpolice.org  


Heather Wagner: Office Manager. New to KMPD in 2025, Heather brings a diverse background to the Kingsmill Police Department, with experience in multi-unit restaurant management, project management, and as a Certified Nursing Assistant. She is passionate about providing excellent customer service. Originally from Rhode Island, Heather enjoys spending time at the beach, reading, and being with family.  hwagner@kingsmillpolice.org
